"Best" allround OS

I know there is no number 1 OS, but what does everyone prefer to use for OPSec? Anonimity and Privacy

Personally been using Tails run off a USB with persistent storage for keys, wallet, passwords and working links. (No VPN)

Do you use a VPN?
TOR over VPN
VPN over TOR?
Read a few times that using the Qubes and Whonix combo would work better? Looking for feedback on what you've found works best in this day and age

OpSec is more about what you do than what you use. Don't repeat usernames and don't reuse emails, passwords, etc. You don't really need to use a VPN with Tor but it's probably better to have a bridge, as without it your ISP can see that you're connecting to Tor every time that you do without a bridge. Otherwise Tor does a good enough job. Really any GNU/Linux OS should be good enough for connecting.

You don't have to run off of a live USB either, you can install and encrypt and you will be fine, if you ever do happen to get into trouble with the authorities they won't have anything as long as you're properly encrypted. Overall if you're really paranoid go with the Qubes and Whonix combo you mentioned, as far as security goes that's the best you'll get (assuming you have good personal OpSec).

Tails is fine for the occasional or small time buyer. Bigger LE targets should be using something more substantial. I would say dont use the VPN.

Tails is pretty fucking solid when used correctly.  What do you consider better than Tails?

Tor alone is even solid enough when combined with good personal OpSec. It's not like we're facing the CIA/NSA here.
