Are we talking specifically when ordering from the overseas based vendors on Tor Market? Or just in general? With respects to the later without doubt they do. Let me impart a few points.
1. Importing shit across the borders is a dangerous game. So unless you have a big pair of steel balls dont bother
2. If you have a shiny pair of balls understand that its 50/50
3. Any vendor who claims a 100% success rate is lying to you

Agree with @Solidpsycho.
International is risky for the average punter unless you know what you are doing. Our vendors on Tor have the knowledge and 'balls of steel' and that's why I love this market. Let's support our NZ vendors and just buy from them. If you want a certain product make a request on the forums.
