Package from overseas held at customs

So as per title, a couriered package has been flagged at customs and said courier company has asked to contact them. 
The vendor has successfully shipped more than once  and always uses same info for the declarations etc. 

I know of seized shipments in the past but the courier agent never got in touch let alone ask to call them.  usually just a note a few weeks down the line.

Never had this happen before, not sure if its legit or not
