I thought the volume of mail from AU would be a lot more than from other countries and would have less chance of being analyzed.

It definately is, but all must go through some kind of custom inspections.  I'd like to think the same process is honoured for all international mail.  I guess the risk is not so much for amounts less then 100g but definately for 1-3kg packs.

They could have a scoring system to decide which letters / packages to open. Some of the attributes might be:  source country, destination residential or business, letter thickness / weight, etc. Packages from say Netherlands/Germany might get a higher score than from AU.

I think this is probably more accurate then any other idea of heard.

High risk countries are definitely scrutinized more.  Busier times of the year I guess they are less efficient to deal with the volume.
