International package inspected but still sent to me..

I got something from overseas, a small sample of acid and the package has been opened by the international courier company as it has the there inspection tape on it. The stealth was horrible, the small silver bag inside the postal bag had been opened too and its been resealed with tape.. the person who looked inside would have clearly seen the tabs. but it still arrived to me.. im assuming who ever inspected the package wasn't a customs officer?

why would you risk burning your address for a small amount of acid internationally is the question im wondering.. its cheap enough here if you buy in bulk.

Had the same thing happen to me with cannabis seeds coming from overseas, package was opened and inspected, stealth was horrible, then resealed and sent to me.
