Hidden service development
Where might I go to learn the neccesary skills required to develop and deploy a secure hidden service? Such as a marketplace, forum, or autoshop?

Honestly, there's no special skills to running a hidden service. A hidden service is no different to running any kind of standard clearnet site, however depending on the contents on your site, you'll need to have very tight OpSec.
Learning basic HTML & CSS will give you a start for styling the site, then I'd advice learning PHP and SQL for the backend stuff (log ins, storing data, etc.)
Running the actual hidden service is very simple, a few changes in the Tor config will start a server on your machine and provide you with an address for the site to be accessed. Videos on how to do so can be found on YouTube.

If you really want it to remain anonymous, find an OS image that is already configured with tor and all the applications setup for you. ie https://securedrop.org/. There is too much to learn to do it all yourself.

When building everything yourself it is possible to get something running fairly easy but to make it secure and anonymous is a lot more difficult. Search "DEFCON 22: How Tor Users Got Caught" for a few videos.
