Anyone know if the nz post can intercept domestic mail? Or would they just refer it to the police when they suspect something, and would they need a warrant or can they just open it under suspicion.

Ive sent over 1000 packages and never had one intercepted so it is a low chance of it happening
Yes, they can intercept domestic mail, and they can also open it to inspect it if they suspect it contains drugs. They don't need a warrant to do this, however they need to have "reason to suspect" that the parcel has been posted in contravention to the Misuse of Drugs Act (among a few other Acts). They also can't just go ahead and open it. There are certain people authorised and / or that must witness the parcel being opened. If that happens, they are legally obligated to notify the addressee of the parcel to inform them that this has happened. So you'd get a letter about it.
It doesn't happen very often though. NZ post have reported to have intercepted 185 parcels that were suspected to contain drugs between 2011 and 2016. 177 of those intercepted contained drugs and were handed over to the Police. Of those, 158 contained cannabis. So my guess is that the smell gave them away.
But that's a very small number, and in my experience the quality of packaging and stealth on this market is excellent, so there should be no reason to suspect a package contained drugs by its appearance alone.
Its best to double vacuum seal the product so it doesn't smell.
